Abstract： [Purpose/significance] The participation in the construction of the think tanks and the research of service science is a new requirement for the university library in the new era. It is also the main direction for the university library to innovate service and find new growth point. This article discuss the service of scientific research think tank bases on the university library.[Method/process] Firstly,this paper defined the service of university libraries' scientific research think tank. Then, it analyzed the advantages, disadvantages, opportunities and threats of the university libraries' scientific research think tank service by the method of SWOT, and positioned the service content and service model of university libraries' scientific research think tank. Finally, based on the life cycle theory of scientific research data, it constructed the service model and proposed the application countermeasures.[Result/conclusion] The university library think tank service has advantages and opportunities. It should base on the research service of scientific research strategy and policy, position on the development service of the scientific research personnel. And, it should actively build and promote the service of scientific research think tank from the entrustment and push modes.

Abstract： [Purpose/significance] This paper summarizes and analyzes the meaning, type, responsibility and ability quality requirements of foreign personal data protection officers in theory, and provides academic analysis and suggestions for the application of China's practical field. [Method/process] The origin and meaning of personal data protection officers are examined through literature backtracking. Based on the KSAO model and the ability model of Yang and Chapman, this paper sums up the responsibility system and ability quality requirements of foreign personal data protection officers from the perspective of risk management, referring to the recruitment bulletins of the personal data protection officer in the Linkedin and the related professional specifications of US O*NET system. [Result/conclusion] At present, there are various types of personal data protection officers abroad, including business type and consultant type. From the perspective of risk management, the personal data protection officer takes on the important responsibilities of the privacy legal risk management and control. In order to complete these responsibilities, the personal data protection officer needs relevant privacy legal knowledge, information analysis knowledge and so on, needs the abilities of being sensitivity to problem, solving problem and good communication, and needs to be able to pay attention to details and adapt to the complex and rapid working.

Abstract： [Purpose/significance] To investigate and analyze the influencing factors of individuals' health information source selection, helps to provide targeted basis for the construction of medical health information resources in China. It also helps to provide efficient service for the public health information acquisition. [Method/process] This study applied grounded theory to analyze the interview texts of 38 individuals' health information source selection behavior, including four stages: open coding, axis coding, selective coding and theoretical model construction. [Result/conclusion] The results indicate that the influence factors of health information source selection of individuals are related to individual conditions-motivation factors, perceived quality factors, relationship and structure factors and information source operation level. Finally, a theoretical framework of influence factors of individual's health information source selection is constructed.

Abstract： [Purpose/significance] This paper aims to fill in the gaps in research that not enough attention is paid to the big data governance rules system building in government under the big data development and application context. [Method/process] The necessities of research about big data governance rules system building in government are rationalized by analysis of challenges facing in four aspects of big data governance and their problems of lack of big data governance rules in terms of subjects and objects of big data governance, governance activities and governance risks. A feasible research framework is put up based on theories of public value, digital continuity and pluralism thinking. [Result/conclusion] The paper clarifies key issues of research about data governance rules system building in government and provides a multi-dimensional research perspective and a meta-synthetic research agenda to study long-term rules system building for big data governance in government.

Abstract： [Purpose/significance] The business information service of the national library is studied from the perspective of national innovation capacity building, to explore its roles in supporting the national innovation development.[Method/process] With the methods of literature survey, internet survey, case analysis and interview, firstly the information service demand driven by the national innovation capacity building was analysed based on the national innovation ability evaluation system, econdly the business information service model of the British library for promoting the national innovation capacity building was analysed, then the related practice progress of the national library of China was investigated, finally, the business information service strategy of the Chinese National library was is put forward.[Result/conclusion] The business information service strategies of the national library of China to support the national innovation capacity building include making the study on the service model of enterprise starting and innovation knowledge center, exploring the business information service model in supporting the enterprise starting and innovation, and promoting the information service model of supporting the local innovation development.

Abstract： [Purpose/significance] Information privacy leakage incidents of social media occur frequently, which aggravates users' concerns about information privacy. Whether users are willing to disclose personal information to the platform in the process of using social media has become the key to promote the healthy development of social media platforms.[Method/process] Based on privacy calculus theory and communication privacy management theory as the framework, combining privacy concerns, the paper constructed a model of the influence of users' willingness to disclose information on social media. Taking WeChat platform as the research object, the paper collected sample data by questionnaire survey, and used Smart PLS software to verify the rationality of the model.[Result/conclusion] The paper find that perceived benefits, trust and perceived information control all positively affect the information disclosure intention, while privacy concerns negatively affect the information disclosure intention. Trust has a negative impact on perceived risk. Perceived information control has a negative impact on privacy concern, and disposition to value privacy positively influences privacy concern and perceived risk.

Abstract： [Purpose/significance] The analysis of the large-scale user discussion processes can deeply dig into the characteristics of evolution and factors of group conflicts in the Internet Encyclopedia, and it is beneficial to understand the group conflicts in the content production process, and can provide theoretical guidance for the management of such conflicts.[Method/process] Based on the theory of team conflict, this paper constructed a coding framework of seven variables, including the topic of the entry, the cause of the conflict, the complexity of the task, the duration of the conflict, the intensity of the conflict, and the result of the conflict. Applying the content analysis method to analyze 137 "User Discussion Processes" related to the conflicts of entry editing selected from Baidu Encyclopedia based on three aspects:the beginning of the conflict, intermediate process and the result of the conflict.[Result/conclusion] The study found that cognitive differences, interest contradictions and power disagreements were all the causes of group conflicts in the Internet Encyclopedia, and there was no primary or secondary cause; the task complexity had positively correlated with the conflict intensity, and a negative correlation with conflict probability within a certain range, but had no direct impact on the result of the conflict; conflict transformation would significantly increase the intensity of the conflict, which was positively correlated with the duration of the conflict. Excessive conflict intensity and conflict transformation were not conducive to conflict resolution. The results of online encyclopedia group conflicts included five types:separation, domination, compromise, integration and structural improvement, but more than half of the conflicts had not been resolved.

Abstract： [Purpose/significance] This paper analyzes the existing research on privacy literacy at home and abroad, summarizes the theoretical suggestions given by the academic community, analyzes the gaps and deficiencies in the research, and provides reference for the follow-up research on privacy literacy.[Method/process] This paper summed up the main topics that are concerned by the academic community and have certain research results at present:the meaning of privacy literacy, the measurement of privacy literacy, the influencing factors of privacy literacy, the current situation of people's privacy literacy and the responses. This paper analyzed the research status at home and abroad from these 4 aspects.[Result/conclusion] At present, the research on privacy literacy has made some progress at home and abroad, but it is just in its start-up step. Many different views and suggestions need scholars to reach a consensus, and the research scenarios and contents need to be continuously expanded, and the study of privacy literacy education should be further strengthened.

Abstract： [Purpose/significance] With the increase in the utilization rate of digital publications, the conflict between the shareability of document information resources and intellectual property rights has intensified. How to resolve this contradiction, compensate the legal rights of copyright owners, and legitimize the public supply of information resources is an urgent problem that needs to be resolved. [Method/process] The article used comparative research and text analysis to analyze the laws related to the public lending rights of e-books in the UK, and summarized the characteristics of the public lending rights of e-books and compensation. [Result/conclusion] The public lending right of e-books in the UK has a quasi-copyright mode and a copyright mode in parallel, the copyright mode is the main one, takes the lead integrating e-books into the right object and gives the right subject greater authority. The financial compensation is allocated from the government financial appropriation, and its calculation is based on the number of lending. We can learn from the characteristics of the public lending right of British e-books and the detailed rules of compensation to implement the compensation of the public lending right of digital publications.
