• Review on the Evaluation of Technological Innovation Capabilities of Patent-Intensive Industries

    Abstract: [Purpose/significance] Sorting out the research on the evaluation of technological innovation capabilities in patent-intensive industries will help establish and improve its evaluation system for technological innovation capabilities. [Method/process] By using the methods of literature review and online survey, the research firstly analyzed the definition and characteristics of patent-intensive industries, and then focused on the status quo of researches on the evaluation of technological innovation capabilities of patent-intensive industries from perspectives of evaluation indicators, evaluation models and empirical studies. [Result/conclusion] Combined with the research results of the existing industrial technological innovation capabilities, it is found that existing evaluation indicators’ pertinence and applicability are poor; Also, the evaluation method is too simple, only DEA method is used to measure the innovation efficiency of patent-intensive industries; Besides, most empirical data is secondary data and national economic data, also the research perspective is a little bit broad. It is suggested that future research should fully consider the characteristics of patent-intensive industries, adding more indicators that can reflect the industries’ patent strength and it’s economic contribution into the evaluation index system; actively exploring scientific, effective and comprehensive evaluation methods; utilizing and integrating the multi-source data for evaluating patent-intensive industry’s technological innovation capabilities and other patent data reflecting the quality and level of patent protection of the patent intensive industries, and based on regional and sub-industries perspectives to conduct empirical research.

  • An Analysis of Zero-cited and Highly-cited Papers in the Perspective of Research Topics: A Case Study of Environmental Science

    Abstract: [Purpose/significance] This paper analyzes zero-cited papers in the field of environmental science from the perspective of the subject, to find the differences in the content of articles and external indicators between zero-quoted papers and high-cited papers and reveal the reason for the existence of zero-cited papers.[Method/process] Firstly, the PLDA model was used to identify topics that from 260 high-cited papers and 907 zero-cited papers in the domestic environmental sciences database from the Web of Science database. Then the relevance of the topics was found through topic similarity calculation. With the topic popularity used as an internal indicator, the time of publication and the journals used as external evaluation indicators, a comparison analysis of zero-cited papers and high-cited papers was made by combining topical of the papers with external indicators.[Result/conclusion] The experimental results show that under the same research topic, the influence of the journal is the main reason that influences the citation of the paper; under different topics, the topic is the main reason leading to zero-cited papers.

  • WI-LDA: Technical Topic Analysis in Patents

    Abstract: [Purpose/significance] It is of great significance to improve the existing problems of technical topic analysis in patents based on the LDA, which are low recognition, weak interpretability and fuzzy boundary division,to hold the technical hot spots and track the technological frontier. [Method/process] The international patent classification is introduced into the topic analysis in patents based on the LDA, and used as the language content of technical terms. The structure of WI (Word IPC) is trained to construct the WI-LDA model to achieve the identification and analysis of the subject of patent documents. [Result/conclusion] The case study of graphene field in Chinese patents and comparative study with traditional LDA models prove that the generalization ability of the WI-LDA model is strong, and the WI-LDA model can effectively reduce the difficulty of identification technical topic analysis in patents, increase the interpretability of topics and make the topic classification clearer.

  • Citation Sentiment Recognition Method Based on Citation Content Analysis

    Abstract: [Purpose/significance] The paper proposes an identification method based on the analysis of citations content. And a visual display is presented to overcome the problem of different citation emotions based on simple reference frequency measurement. [Method/process] First, it uses regular expressions to extract the content information of the text in full text. Then, it uses the TF-IDF algorithm to select the quoted emotion feature words, combines the emotional dictionary, and uses emotional analysis technology to quote emotion recognition. Finally, the use of visual tools shows the overall distribution of the reference emotion. [Result/conclusion] The method can effectively identify emotional information in the domain of anti-aging. The experimental results show that the positive citation accounts for 21% of the total citation frequency, neutral citation accounts for 78% of the total citation frequency, and negative citation accounts for only 1% of the total citation frequency. Compared with the traditional citation network, the visualization map based on citation emotion can effectively identify the distribution of different citation emotions on the overall data set.

  • Patent Service Design for University Library Based on Analysis of User Needs: Taking Intellectual Property Information Service Center of Shandong University of Technology as the Example

    Abstract: [Purpose/significance] The core value of university libraries is first of all to maintain a high degree of consistency between service and needs. This paper tries to study how to develop strengths and avoid weaknesses, meet needs, diversify and implement patent services in various ways for university libraries. It is of great significance for university libraries to improve their service performances and highlight their missions.[Method/process] The paper is based on the analysis of user needs and service design, taking the patent service practices in the Intellectual Property Information Service Center of Shandong University of Technology as the example. The patent service orientation, content, and mode of university libraries have been discussed from three dimensions as the patent quality education combing popularization and improvement, the patent scientific research service with choosing to do something, and the information analysis and decision support for industry-academy-research policies.[Result/conclusion] High quality to meet user needs is the focus of patent services work in university library. In order to carry out patent service effectively, the library should be guided by rational orientations, supported by professionals, focused on patent education and guaranteed by effective mechanism.

  • Discussion on the Method of Interdisciplinary Related Knowledge Combination Identification on the Perspective of Weak Citation Relationship——Taking Information Science for Example

    Abstract: [Purpose/significance] With the complexity of the scientific system, interdisciplinary research has become an important paradigm and inevitable trend of modern scientific innovation research. Identifying interdisciplinary relevant knowledge combination that has high cooperation potential, becomes the key to promoting interdisciplinary scientific research cooperation and innovation. [Method/process] Firstly,the paper selected target subject source literature,its interdisciplinary reference literature, and its interdisciplinary citing literature, so as to construct an interdisciplinary knowledge weak reference relational network based on keywords. Secondly, it classified the types of Knowledge Medium b, and identified the weak relational structure of the Knowledge Node a of the target discipline-Knowledge Medium b - Interdisciplinary Knowledge c. Finally, the paper defined the Knowledge Node Influence Index AI of the target discipline, the Knowledge Media Influence Index BI, the Interdisciplinary Knowledge Correlation Index CI, the Interdisciplinary Knowledge Combination a-c and Potential Cooperation Index P, to identify the interdisciplinary knowledge combination with high cooperation potential. [Result/conclusion] The papers of 9 CSSCI journals in the field of informatics from 2015 to 2019 and their interdisciplinary references and citations were selected as samples for empirical research, to verify the effectiveness and feasibility of the discovery method of interdisciplinary knowledge combination based on weak citation relationship, and to identify the interdisciplinary knowledge combination with high cooperation potential of intelligence disciplines such as "scientific research cooperation"-"knowledge flow"-"population dynamics model".

  • A Study on University Patent Transfer Object Recognition Based on Multi-level Requirements Analysis——Graphene as a Case Study

    Abstract: [Purpose/significance] The identification of university patent transfer objects has positive significance for improving patent transfer conversion rate, effectively promoting the close integration of technology and economy, and achieving innovation-driven development.[Method/process] This paper used the technical requirements of enterprises to represent the market demand. Firstly, the domain multi-dimensional information technology tree was constructed based on the improved technology tree method, and then this paper analyzed the text characteristics and requirements content characteristics of the technical requirements document to determine the extraction rules and demand types based on the classification of technical requirements, and finally constructed the demand-technology matching model in different scenarios according to the demand type.[Result/conclusion] The feasibility of the method is verified by the patent data of graphene, and the results show that it is an effective means to strategically market college patents and promote patent conversion by matching the patents of colleges based on technical requirements to search for university patent operation customers.

    Abstract: [Purpose/significance] Open science is a practical system consisting of a series of strategic plans and measures. To investigate the implementation of open science in EU and provide practical reference for the development of open science movement in our country. [Method/process] Through network survey and content analysis, this paper investigates and analyses the EU open scientific practice system from two aspects which are strategic planning and implementation path. [Result/conclusion] The EU’s open scientific practice system embodies the holistic view of open science, is highly integrated and flexible, and is constantly optimized and improved. We should raise the open science plan to the national level, take strategic planning and policy as guidance, build a unified digital infrastructure, develop open scientific skills training, and establish a next-generation scientometrics system and collaborative working mechanism to ensure the integrity and coordination of the open scientific practice system.

  • A Study of Knowledge Meme Heredity and Mutation in Academic Paper

    Abstract: [Purpose/significance] The accumulation and inheritance of knowledge promotes the development of human society. This paper proposes to study the inheritance and variation of knowledge by using the knowledge gene of scientific and technological literature, in order to have a more intuitive and comprehensive perspective on the inheritance and development of knowledge.[Method/process] By analyzing the narrow and broad definitions of knowledge genes, the research significance of knowledge genes was determined and their specific research objects were discussed. Two ways of expression of knowledge genes in scientific and technological literature were proposed, and the types of knowledge genes in scientific and technological literature were analyzed. The main factors affecting the inheritance and variation of knowledge genes were summarized, and the inheritance of knowledge genes was designed. And the method of variation.[Result/conclusion] The identification of knowledge genes in scientific and technological literature can effectively reveal the knowledge inheritance and iteration between different documents, and promote the development and perfection of the theoretical system of knowledge memes.

    Abstract:【目的】利用文本语义组块特征提升 Cosine 文本相似度计算性能。【方法】获取 NSF 资助的关于碳纳米 管研究领域的项目数据, 进行词干还原、词性标注等预处理; 利用条件随机场模型实现文本内容的语义组块标 注; 在此基础上实现基于语义组块特征的改进 Cosine 文本相似度计算, 并与未标注的数据进行相似度计算比较, 分析实验结果。【结果】实验证明基于语义组块特征的改进 Cosine 相似度计算结果比原始文本 Cosine 相似度 计算结果相似度均有不同程度的提升, 在实验数据中最高的相似度提升了 26%。【局限】依赖于语义组块标注 性能。【结论】本文方法能有效提升文本间语义相似度, 降低向量空间模型维度, 提高计算效率, 并且具有良好 的泛化能力和鲁棒性。

    Abstract:【目的】对主要的文本语义挖掘方法及其在情报研究中的应用进行综述分析。【文献范围】集中选择近10年国内外主流的文本语义挖掘方法在情报研究领域的应用以及少数此前的代表性研究和文本语义挖掘方法的进展研究。【方法】分别概括介绍词、句子和篇章粒度的文本语义挖掘方法、算法, 并通过主题演化和技术挖掘领域的实际应用进行方法剖析。【结果】文本语义挖掘方法与传统的情报分析方法相比, 主要弥补了两个缺陷: 侧重于分析结构化的数据, 无法处理多种异构的数据源; 分析停留在统计语法层面, 没有深入到文本的语义信息。【局限】仅对主流的文本语义挖掘方法以及在科学研究领域的应用进行综述分析, 研究不全面。【结论】文本语义挖掘方法弥补了传统情报分析方法的不足, 是情报研究方法的重要发展方向, 随着方法的成熟, 下一步研究重点是外部语义资源的丰富。
