• Comparative Research on the Characteristics of Graph Database-driven Knowledge Management Applications: Taking Roam Research as an Example

    Abstract: [Purpose/significance] This paper analyzes the characteristics of a new knowledge management tool driven by graph databases for researchers and users in the knowledge management community. This will improve and enhance the exchange of knowledge and improve the efficiency of knowledge. [Method/process] This paper compared the problems encountered in traditional knowledge management tools and showed beneficial features of knowledge management applications driven by graph database in a comparative manner by taking Roam Research as an example. By combing the literature, we compared other forms of knowledge collaboration and looked forward to the new opportunities that this new application brought to knowledge communities. [Result/conclusion] Through comparative analysis and case research, this paper concludes that features of Roam Research such as fine grit, bidirectional link, visual graphs, open interfaces and Ad hoc structures will significantly enhance the range of capabilities of knowledge management tools, and moreover, provide a basis for collaboration in large-scale nonlinear knowledge communities and rapid production of knowledge. The development of technology and the transformation of the way of thinking in the information overload environment deserve enough attention and tracking by researchers in the fields of knowledge management, knowledge communities and knowledge production.

  • An Empirical Study on the Influencing Factors of the Cognitive Process of the Intellectual Property of the Network Primary Digital Resources Based on Personal Characteristics

    Abstract: [Purpose/significance] This paper aims to study the influencing factors on the first stage (the ethical cognition stage) of making decisions when the user faces the dilemma of primary digital resources on the web. [Method/process] The university students in Inner Mongolia were designed as the research object, and three typical problems of the intellectual property of the primary digital resources of the network were designed in the form of a situational questionnaire. After the data were collected, the reliability analysis, validity analysis and variance analysis were carried out to find out the influencing factors of the cognitive process of the intellectual property of the network primary digital resources. [Result/conclusion] The results show that from the perspective of individual characteristics, among the three factors of gender, education, profession, only education has a significant impact on the network primary digital resources’ intellectual property cognition process.

  • An Empirical Study of Scientific Evaluation Based on the Correlation Between CNCI and Peer Review

    Abstract: [Purpose/significance] In order to make some recommendations for responsible metrics and peer review, the paper analyses the feasibility of Category Normalized Citation Impact(CNCI) and its correlation with peer review.[Method/process] By choosing F1000 and InCites, this paper conducted the correlation analysis between CNCI and citation counts of 29,850 cell biology papers and 30,326 biotechnology papers, and performed the test of spearman rank correlation coefficient between the CNCI and F1000 scores of 956 cell biology papers.[Result/conclusion] The results show that CNCI is positively correlated with citation counts, and significantly correlated with F1000 rating, but there are contradictory situations for the two indicators at the same time. Therefore, CNCI can reflect the results of peer review, substitute for the indication of academic influence, and also can be used for comparision among disciplines. However, peer review or CNCI will be biased for scientific evaluation purpose alone. Then, tools that link responsible metrics indicators, such as CNCI and informed peer reviews would be valuable additions to the field of research evaluation.

  • Research on the Construction of Relationship Model of Network Academic Information Selecting and Judging of Scientific Researchers

    Abstract: [Purpose/significance] Network academic information resources have become an important academic resource for scientific researchers in the network environment. Users' information selection and judgment behavior is an important component of scientific researchers' information behavior. Studying the key factors and their relationship of scientific researcher's information selection and judgment behavior will contribute to reveal the characteristics and rules of scientific researchers from the perspective of behavior patterns.[Method/process] Based on the questionnaire survey data, this paper tested and revised the research hypothesis and model by constitutive equations.[Result/conclusion] The results showed that scientific researchers' information selection and evaluation behavior is a bounded rational behavior influenced by users, society, task situation and other factors. It plays a key role in the searching and utilizing of user information and highlights the uniqueness of scientific researchers' academic information behavior.

  • Analysis on the Effectiveness of Citation Evaluation Methods in the Research Field Identification by Co-Citation Network

    Abstract: [Purpose/significance] To investigate field-normalized reference influence indicators on the level of papers, the effectiveness of a citation evaluation method (Relative Citation Ratio, RCR) based on the research field identification by co-citation network is analyzed.[Method/process] In order to test the effectiveness of RCR in the evaluation of academic impact, the paper chose iCite, F1000, InCites, then took 739 604 articles as a sample, and analyzed the correlation among RCR, Category Normalized Citation Impact (CNCI) and journal impact factor (JIF) by the R language.[Result/conclusion] The paper shows that RCR strongly correlates with CNCI, and poorly correlates with journal impact factor, which indicate the similarities and differences between RCR and CNCI and confirm that it is a good practice for implementing San Francisco Declaration on Research Assessment and assessing research on its own merits rather than on the basis of the journal in which the research is published. It also turns out the inverse relationship of the correlation and the number of interdisciplinary subjects between RCR and journal impact factor in interdisciplinary science, and lower correlation between RCR and journal impact factor than in a single discipline, which appears the applicability and effectiveness of RCR in evaluating the influence of academic papers in interdisciplinary science. The paper concludes that RCR based on research field identification by co-citation network provides new solution for the evaluation of paper influence, especially for interdisciplinary research outputs.

    Abstract: [Purpose/significance] This paper reviews the book Foreign Intelligence Studies and Intelligence Services, in order to make readers understand the development status, characteristics and trends of intelligence studies and intelligence services in major countries in the world, also provides the references for intelligence studies and intelligence services in China.[Method/process] Using the methods of content analysis, induction and deduction, this paper evaluated the main characteristics of the book from the overall contents and main aspects.[Result/conclusion] The book is a representative book showing the overall development of intelligence studies and intelligence services of major countries in the world, and exploring intelligence discipline connotation and category and the intelligence development experience. Based on system abundant data for the study, this book will provide an important reference for exploring and expanding the future development direction of intelligence studies and intelligence services in China in the wisdom era.

  • Responsible Metrics and the Trend of Research Evaluation

    Abstract: [Purpose/significance] Based on the three fundamental frameworks of responsible metrics:San Francisco Declaration on Research Assessment, Leiden Manifesto for Research Assessment and the Metric Tide, the paper interprets the development trend of research evaluation from the perspective of responsible metrics.[Method/process] The articles and core authors from 2012 to 2020 in Web of Science were used and visualized with VOSviewer, to reflect the changes of diachronic research hotspots in this field.[Result/conclusion] The timeline and overlay views for keywords and authors illustrate that the revolution in research metrics is in progress, and present the development trend with research quality as the center of the circle, researchers as foundation, field-normalization as goal orientation, research impact as radius, citation exploration as root, and altmetrics as reference. The conclusion points out that research evaluation ruled by responsible metrics is the only way to establish a healthy academic ecosystem, however, it is clear that the revolution for deep-rooted academic ecosystem and incentive mechanism is needed.

  • Governance Action and Its Transformation of Ecological Security Risks of Network Information Contents

    Abstract: [Purpose/significance] Summarizing and reflecting on the current status and deficiencies of the ecological security risk governance actions of network information contents is to improve the effectiveness of future governance actions. [Method/process] The article investigated and sorted out the characteristics of the four major governance actions, "periodical theme-based special actions", "fixed-point targeted special actions", "big content service platform targeted actions" and "emergency-related special actions" for the ecological security risk governance of network information contents, benchmarked the Regulations on the Ecological Governance of Network Information Contents, and analyzed the deficiencies of existing governance actions in five aspects of governance objectives, governance participants, governance objects, processes and methods of governance and governance tools. [Result/conclusion] The article finally puts forward the logic of network information content ecological security risk governance actions based on "PDCA-5 dimensional elements" framework. In addition, the article also proposes the upgrading and combination strategies of four types of actions: rights-based sports governance actions, normalized participatory governance actions, constructive active governance actions and perception-based smart governance actions.

    Abstract:本文基于科斯定律,结合大数据3V特性生成综合分析框架,寻找地理位置隐私信息泄露的主要责任方。利用数据挖掘、数据可视化和影子分析等研究方法,本研究以合法手段尝试获取开放数据集合中社交媒体平台用户地理位置信息,以测试现有隐私保护方案的漏洞,并寻找保护地理位置隐私的最小代价有效方案。在科斯定律的分析框架下,本文认定了地理位置隐私泄露的主要责任方,并根据隐私泄露的方式有的放矢地提出了相应对策。
