Abstract：“十四五”规划提出知识产权强国建设目标任务,首次将保护和激励高价值专利纳入我国经济社会发展的主要目标,识别高价值专利具有重要意义。 本研究在 BERTopic 模型识别新颖性主题基础上,基于法律、技术、经济和发明人 4 个维度的指标评估体系,构建相应的突变级数模型,对专利进行综合评估。 通过专利文本分析、新兴产业对比和专利市场价值对识别出的高价值专利进行验证。 结果表明,该方法筛选出的高价值专利与相关资料结果保持一致,是一种有效的高价值专利识别方法。

Abstract：［目的/意义］预测某领域新兴主题，对政府部门优化资源配置、企业调整战略方向、科研工作者跟踪研究趋势与热点具有重要的参考价值。［方法/过程］采用深度学习模型 BERTopic进行主题抽取，从两个视角预测新兴主题：一是在指标演化视角下构建新颖性、成长性和影响力指标体系，并对影响力测度指标进行改进；二是在主题演化视角下根据主题相似度刻画主题演化关系图。从主题演化和资料审阅两维度对新兴主题预测的准确性和科学性进行双重验证。［结果/结论］基于多指标和主题的双重演化视角预测新兴主题的方法是科学有效的。

Abstract： [Purpose/Significance] Combing the relevant influencing factors of the citation frequency of a single paper and the research status of the prediction of the citation frequency, this paper provides a comprehensive and systematic cognitive framework from the perspective of the involvement of scientific researchers and scientific research institutions in such research. [Method/Process] Using the literature research method, through the systematic combing of the existing literature, this paper summarized the relevant contents and characteristics of the influencing factors, research objects and research methods of citation prediction, compared and analyzed different methods by means of list, and summarized the common problems and some innovative solutions of the existing research. [Result/Conclusion] In the process of systematic combing and summarizing, it is found that the causal relationship between influencing factors and prediction results is not clear, the research sample data is lack of diversity, the relationship between the applicability of research results and prediction cycle is not clear, and the interpretability of model evaluation is weak. Therefore, we should improve the follow-up research quality from the aspects of solving the preconditions of the problem, selecting targeted samples, improving the extraction methods of influencing factors, and using mathematical thinking mode for modeling.

Abstract： [Purpose/significance] Personality adjectives are often used to describe job requirements in the recruitment information of foreign data librarians. These personality characteristics have a lot to do with the matching ability of the data librarian. It is of great significance to identify the personality characteristics of data librarians and determine the importance of all kinds of personality in the work of data librarians for the recruitment of university data Librarians in China. [Method/process] To investigate the recruitment information of university data librarian in IASSIST, and to analyze the personality characteristics of the candidates from the five factors of the “Big Five” personality by using the methods of network investigation and content analysis. [Result/conclusion] In the recruitment of foreign university data librarians, personality characteristics such as innovation, initiative, and cooperation are emphasized. Extroverted personality and open personality among the “Big Five” personality are the most popular. We should pay attention to the application of personality characteristics and focus on the identification of extroversion and openness in China.

Abstract： [Purpose/significance] This paper aims at discovering the competencies that network public opinion analysts should have under the mobile Internet background. [Method/process] This paper conducted a deeply study of the competency characteristics and influencing factors of our country’s network public opinion analysts by the methods of mining, behavioral event interviews, questionnaires, and so on. [Result/ conclusion] The result shows that the competency of network public opinion analysts can be examined from personality traits, high-level vocational skills, information analysis capabilities, professional moral cultivation and industry knowledge. This research result will provide reference opinions for the selection, evaluation and cultivation of the network public opinion analysis talents.

Abstract： Purpose/Significance As a new means of information dissemination, short videos have become a new favorite of some people in spreading rumors and refuting rumors due to their characteristics of visibility, convenience, and freedom of expression. It is of great significance to understand the content characteristics of health short videos in rumor refuting and improve their spreading effect. Method/Process This paper uses Python to conduct data mining, crawling the rumor refuting short videos related to the theme of COVID-19 epidemic prevention and control as samples, and the data set obtained includes the published articles and the original data, such as the number of forwards, and comments. Based on "logos", "ethos" and "pathos" in Aristotle's rhetoric theory, this paper codes the persuasion strategies of sample videos in combination with the coding standard table of 13 persuasion strategies under four categories. At the same time, it divides short videos into seven video elements under two categories and ten themes under five categories, and encodes samples from two aspects of video elements and themes. The information processing was carried out as follows. First, the Apriori algorithm was used to mine the types of persuasion strategies used, the relationships among various types of persuasion strategies, the video elements commonly used in persuasion strategies, and the correlation between persuasion strategies and rumors in the short health video samples with the theme of COVID-19 epidemic prevention and control. Then, short videos using different numbers or types of persuasion strategies were grouped, and one-way ANOVA was used to explore the relationship between persuasion strategies in short videos of refuting rumors and user responses in short videos. Finally, we proposed measures to promote the dissemination effect of anti-rumor short videos and promote the positive development of anti-rumor short videos. Results/Conclusions There is a clear correlation between some video elements, rumor types, and the use of persuasive strategies: the persuasive strategies of health related anti-rumor short videos are mainly logical and diverse. When using logical, emotional, reputation, or other persuasive strategies, videos will combine pure text, non-pure text, voice, or music video elements. In refutation short videos, short videos that use both logic and other persuasive strategies are more likely to be accepted by users. In the future, short videos can be used to optimize video transmission and help rumor management. Future studies can further explore the configuration effects of rumor-dispelling strategies, video elements and rumor-dispelling themes, and we will delve into the causal relationship between them and the communication effect.

And this paper summarizes the space service framework from four dimensions:space resource, infrastructure resource, human resource and service evaluation.[Result/conclusion] Academic libraries can promote space service by making scientific development plan, building diversified space, using information technology and developing an evaluation system.

Abstract： [Purpose/significance] The open access of university libraries in foreign countries, especially in developed countries, has developed rapidly. Although the open access of Canadian university libraries started slightly late, the development has achieved good results so far, and domestic research on Canadian university library open access is less. There are many lessons for domestic libraries to promote the open access process.[Method/process] The current situation of open access in 30 university libraries in Canada was investigated by using network survey methods and literature analysis methods, and their development status was analyzed in order to obtain reference for the development of open access in Chinese universities.[Result/conclusion] From the status quo of the open access of Canadian university libraries, we can draw inspiration for our country:improve and implement the open access policy, promote the digital transformation of university academic journals in China, increase the construction and opening of the university institution's knowledge base, establish partnerships, and hold open access promotion week to popularize concept.

Abstract： [Purpose/significance] In order to overcome the limitation of the absolute word frequency analysis of the keywords, the hot spots and trends in the field are explored by using the multi-factor weighting and ranking of the keywords.[Method/process] It constructs the annual-key frequency matrix, processes the word frequency of horizontal and vertical weighting, and derives the formula of relative word frequency to get the weighted comprehensive score of keywords, in order to obtain more effective keyword ranking.[Result/conclusion] Based on keyword weighted ranking, three types of keywords, including keywords in large quantities & high quality, keywords in little quantities & high quality, and burst terms, can be identified, greatly benefiting focus mining and trends analysis.

Abstract： [Purpose/significance] This paper evaluates the comprehensive quality of Library Science and Information Science's journals to find the quality changes in sample journals and purpose new thoughts for the journal evaluation research. [Method/process] This paper used the data from Chinese S&T Journal Citation Reports(2011-2017), choosed 7 terms after a series of filtering work, then set different weight through entropy method and factor analysis, evaluated the comprehensive scores and ranks for 34 kinds of Library Science and Information Science' journals during 2010-2016 by using TOPSIS model and built the comprehensive evaluation matrix. Finally, this paper used the clustering method to set the grades for the journals. [Result/conclusion] The results are as follows:① We should filter the attributes strictly when evaluate the qualification of Academic Journal; ②The common factors of each index tend to be stable; ③ The weight set for different indicators show these indicators' significance; ④ For the published articles, the quality is more important than the quantity; ⑤ "Matthew effect" exists in the evaluation of library and information science journals;⑥ Library and information science journals need further development.

Abstract： [Purpose/significance] This study constructs a model about use intention in public library makerspace in order to provide reference for improving public library makerspace operation. [Method/process] The model about use intention in public library makerspace is based on the unified theory of acceptance and use of technology, considering the library makerspace' and users' characteristics. We design questionnaires to collect raw data from users of public libraries through the way online and offline, and use structural equation modeling to analyze the data. [Result/conclusion] Performance expectation, perceived enjoy, perceived service quality and personal innovation have a significant positive influence on the user's willingness to use in the public library makerspace, so we make suggestions for improving public library makerspace operation in satisfying users' performance expectation, enhancing users' perceived enjoyment, promoting service quality and improving innovation.

Abstract： [Purpose/significance] The improvement of public cultural service efficiency is an important part of the construction of public cultural service system. Constructing the evaluation system of public cultural service quality from the perspective of user perception is a supplement to the existing theoretical research on service efficiency.[Method/process] Based on the principles of equalization, adaptability and the nature and characteristics of public cultural services, this study constructs a user evaluation model for the quality of public cultural services, and uses confirmatory factor analysis and path analysis to test the reliability and structural validity of the scale.[Result/conclusion] It is found that the user's evaluation of public cultural service quality consists of four dimensions:tangibility, transparency, relations and suitability, and the user's perception level of these four dimensions have a significant positive impact on their satisfaction level. The model has good reliability, validity and goodness of fit. It can provide reference for follow-up research and specific practice.

Abstract： [Purpose/significance] This paper summarizes and verifies viewpoints of barriers of scientific data open sharing in order to promote open scientific theory research.[Method/process] Based on the theoretical analysis of barriers of scientific data open sharing, 64 research hypotheses are put forward and used as the questions of questionnaire. Through questionnaire survey and data processing and analysis, the relevant research hypotheses are verified.[Result/conclusion] The barriers of scientific data open sharing mainly include 26 kinds of managing and implementing barriers, 13 kinds of legal and financial barriers, 9 kinds of technical barriers, 8 kinds of cognitive barriers, 4 kinds of cost barriers and 4 kinds of user barriers. In order to improve the level of open sharing of scientific data in China, the relevant solutions or strategies for the above obstacles should be formulated.

Abstract： [Purpose/significance] It explores the practical cases and service features of the children's maker space service in American libraries, in order to provide suggestions for the development of children's space services in China's libraries.[Method/process] Referring to the results of the 11th "Star Library Ranking" in the United States in 2018, 30 public libraries in the five-star libraries were randomly selected as survey objects, and among them, 22 public libraries provided children's maker space services. There are four categories of children's maker space services.It analyzes the typical cases of the US public library children's maker space service, and summarizes the characteristics of the US public library children's creator space service.[Result/conclusion] The following enlightenment is obtained:attaching importance to cultivating children makers and constructing the service mode of space for children makers; promoting STEAM education and creative activities for children; increasing publicity to attract girls' attention to science and technology; developing children's independent learning ability and creativity; enriching the activities of children's maker space service projects and advanced technical equipment; attaching importance to coordination and mutual assistance and strengthening the construction of talent team.

Abstract： [Purpose/significance] Image retrieval based on user emotion has become a hotspot in machine learning research. However, the corpus data of image sentiment feature annotation is mostly derived from the extraction of low-level features of images, which leads to the simplification and stylization of image retrieval process. The algorithm of image emotion feature extraction based on deep learning fuses the underlying features of the image into the high-level emotion semantics of the image, which provides a reference for the emotional semantic retrieval of images.[Method/process] Using the improved convolutional network model, the color and texture of the dataset image were taken as input, the emotion information of the image was automatically extracted by multi-layer operation, and the sentiment retrieval accuracy of the improved model was calculated though the back propagation algorithm, and an image sentiment feature extraction model with high rate and low degree of over-fitting was constructed.[Result/conclusion] This paper completes the extraction of emotional features of the image through an improved deep convolutional network model, and improves the retrieval accuracy by 10%.

Abstract： [Purpose/significance] Development of the organizational management mode of library consortium in China is not mature. Lack of standardized regulation and fixed administrative staff leads to low operating efficiency of the organization and makes it difficult to achieve target. In contrast, earlier development of foreign library consortium results in a more mature and fixed mode, and its excellent organizational management experience is helpful for reference.[Method/process] In this study, 100 foreign library consortium all over the continents were selected as the investigation object and their organizational management mode were explored by employing literature survey, online survey, inductive method and comparative approach.[Result/conclusion] After analysis and induce the settings of management structure, administration authority and discussion mechanism of each management mode, four main characteristics about the organizational management mode of foreign library consortium are revealed: the organizational management policy is complete; the alliance members have a high degree of participation; the administrative departments have well defined power and responsibility; efficient in managing and operating the consortium. Consequently, the suggestions are put forward that regime is the guarantee to standardize library consortium management; high participation is the key to cooperative management in library consortium, and clarified responsibility is the main point in refined management and a steady management team is the premise of effective management in library consortium.
