• Technological Innovation Effect Analysis of Government Big Data Policy——Estimation Based on PSM-DID Method

    Abstract: [Purpose/significance] Technological innovation is an important driving factor for economic development and transformation. We attempt to empirically analyze the technological innovation effect of China government big data policy, which will help to promote the national innovation driven development strategy and the deep integration of data elements and technical elements,realizing linkage innovation and open innovation.[Method/process] Based on the action plan for big data development and the establishment of the national comprehensive test area for big data, this paper took the panel data of 31 provinces in China from 2000 to 2019 as the research sample, and used Propensity Score Matching method to analyze the tendency score matching between the experimental group and the control group. In addition, this paper utilized the Difference in Differences method to double difference the matched samples, and used the method of variable replacement to test the robustness, so as to explore the relationship between the government big data policy and technological innovation.[Result/conclusion] By solving the endogenous problem of public policy and the non observability of virtual facts, we have found that government big data policy can promote technological innovation.

  • Analysis on the Characteristics and Subjects of China's Government Big Data Policy Diffusion

    Abstract: [Purpose/significance] Exploring the laws and mechanisms of the diffusion of government big data policies, which can not only provide theoretical support for the formulation of future government big data policies, but also improve the effectiveness of policy implementation.[Method/process] The social network analysis method and thematic analysis method were used to analyze 213 government big data policies. This paper constructed a reference relationship network between policies, and analyzed the time characteristics, spatial characteristics and theme features of policy diffusion based on this.[Result/conclusion] In the time dimension, China's government big data policy presents a typical S-curve diffusion feature; in the spatial dimension, it has geographically unbalanced distribution characteristics and hierarchical shading characteristics; in the subject dimension, it has the characteristics of integration with inheritance and innovation, the value of the core value of the reference policy in the process of diffusion has been inherited.

  • Research on Analysing the Value Orientation of Chinese Government's Big Data Policy

    Abstract: [Purpose/significance] Big data policy is the driving force for the application and development of government big data. Its value orientation analysis can provide a way for the formulation, implementation and evaluation of government big data policies, and provide a basis for the future development direction of big data policies. [Method/process] This paper collected a total of 58 government affairs big data policy texts published by the State Council and its departmental portals. Thematic analysis method was used to encode and analyzed the themes of big data value orientation in the policy texts. The encoding process used NVivo12 software as an auxiliary tool. [Result/conclusion] Through thematic analysis, the overall framework of the big data policy value orientation was constructed. The framework summarized the value orientations of the 5 dimensions of politics, economy, society, ecology, science and technology, and explored the interaction between each dimension and its specific value orientation.

  • Research on Faceted Search of Government Open Data

    Abstract: [Purpose/significance] A government open data faceted system and a government open data faceted search model for faceted search are constructed to optimize user experience.[Method/process] Based on the characteristics of government open data, a faceted system was constructed. On this basis, a faceted search model of government open data was constructed, and the prototype system was implemented to evaluate the feasibility and effectiveness of the model.[Result/conclusion] The realization of the prototype system proves that the constructed government open data facet system can effectively help users to explore and screen search results. The proposed faceted search system model has a good user experience, which is convenient to use and can avoid the problem of information overload.
