Abstract： [Purpose/significance] Based on a case study of Germany's "Reading Scouts" program, and combining relevant theories to construct an observation framework, this paper explored the mechanism of group reading participation dynamics through case analysis, and provided theoretical guidance for group reading promotion activities.[Method/process] By using case study method, this paper investigated and analyzed the "Reading Scouts" program with literature and network, and summarized the factors that influence the public's participation in group reading, sorted out the logical relationships among the various factors, and established a motivation system model of participation in group reading.[Result/conclusion] The model consists of four subsystems, namely demand system, mediation system, gravitational system and support system, in which demand system belongs to the internal driving factors, and mediation system, gravitational system and support system belong to the external driving factors. According to the successful experience of the "Reading Scouts" program and motivation system model of participation in group reading, this paper provided some suggestions for the organization and development of group reading promotion activities from endogenous and external motivation.

Abstract： [Purpose/significance] Constructing maturity assessment model aiming at local open government data portal is significant to further enrich the evaluation theory of open government data, position the problem and propose specific improvement suggestions.[Method/process] It constructed maturity model with five levels and three dimensions for local open government data portals based on capability maturity model and information architecture theory. Secondly it established measure standard of each index about each dimension combined with data management maturity model, service capability maturity standards of data center, and open government data maturity model. Lastly, it took provincial portals as examples to carry out maturity assessment.[Result/conclusion] After assessment, the problems of each portal in three dimensions of "data management", "data service" and "user participation" were found, and the improvement direction of each portal were concluded.

Abstract： [Purpose/significance] Capability determines the innovation potential of open government data (OGD), so the exploration of OGD capability is helpful to grasp the operation law of OGD and promote its benign development.[Method/process] Based on the capability theories and relevant literatures, this paper made an exploratory study on the integrated capability of OGD. Firstly, it analyzed the background from the systemic viewpoint, and constructed the framework of OGD integrated capability. Then, based on the knowledge view of capability, it analyzed the main body, object and composition of the core capability and dynamic capability of OGD. Lastly, it discussed the generation and evolution mechanism of OGD integrated capability.[Result/conclusion] It is found that OGD integrated capability is a combination of its core capability and dynamic capability, and the formation of core capability is a gradual hierarchical structure process, which is gradually generated in the "conventional learning loop-competitive learning loop-strategic learning loop" through knowledge learning, while OGD dynamic capability is embedded in the process of knowledge innovation, and its core capability is enhanced through "demand matching-content matching-structure matching-capability matching".

Abstract： [Purpose/significance] This paper reviews the current situation of the development of computational archival science (CAS), explores the development strategies of CAS in China, and provides a reference for the development of CAS in China under the background of the construction of new liberal arts.[Method/process] Based on literature research, this paper sorted out the current development situation of CAS, and analyzed the internal and external environmental factors such as opportunities, threats, advantages, and disadvantages of the development of CAS in China by SWOT analysis method, and formed different development strategies through the cross matching of internal and external factors.[Result/conclusion] It is found that the development of CAS has received sustained attention internationally and has initially established the direction of theoretical research and practical exploration around basic theory, educational research, archives processing, archives analysis, and archival processing, but in general, the development of CAS is still in the preliminary exploration stage. This paper proposes that, in order to promote CAS in China, we should pay attention to the following aspects:relying on the opportunities of interdisciplinary construction to build a platform for transdisciplinary research; aiming at the strategic needs of field informatization, and forming a large-scale research direction; clarifying the boundaries with related disciplines, and highlighting the characteristics of CAS; taking advantages of transdisciplinary research to avoid data security privacy risks; seizing the opportunities of cultivating interdisciplinary talents, and integrating multiple resources to build a teaching practice platform; exploring operable technical solutions around the core problems in the field of practice; strengthening institutional design and technical breakthroughs, and doing well in archives security risk assessment and control; and increasing basic research, and clarifying the theories, methods and technical systems of CAS.
