Research on Policy Text Analysis and Evolution Law of the Document Information Resource Guarantee System in China

Abstract： [Purpose/significance] This paper sorts out the evolution process, development status and problems facing development of document information resource guarantee system in China, and provide suggestions for the improvement and further development of the system. [Method/process] This article used 91 relevant policies of Chinese document information resource guarantee as the research object, and adopted bibliometrics to analyze temporal evolution of the number of policy texts and the cooperation network of executive agencies. Then the research used content analysis to code policy content, and analyzed its evolution trend from the perspective of the document information value chain. Finally, the case analysis method was used to verify the evolution law of the guarantee system through the construction process of CALIS, CASHL and NSTL. [Result/conclusion] The development of document information resource guarantee system in China has the external evolution characteristics in terms of the stages of the implementation process and the collaboration of the executive agencies, as well as the internal evolution characteristics of the richness of the work content.
