Abstract: [Purpose/Significance] This paper aims at establishing the linkage data-sets of patents and patent references based on ISLI standard, and promoting bibliometric research and science and technology linkage research. [Method/Process] On the basis of analyzing the linkage schemes of patents and patent references, analyzing the unique identifiers of target documents and their acquisition methods, the method of constructing the linkage data-sets of patents and patent references by using ISLI standard was discussed. [Result/Conclusion] The linkage data-sets of patents and patent references can be used to enrich and improve the existing citation systems, break through the two systems of patents and non-patent literatures, and measure the number of citations and influence of patents and non-patent literatures more accurately.

Abstract: [Purpose/significance] This paper aims at getting a comprehensive understanding for the quantity and OA ratio of OA papers, and making a preliminary evaluation of these papers. [Method/ process] In this paper, we utilized Web of Science Core Collection as the data source and took the four dimensions: publication years, research areas, countries/territories and organizations. We investigated papers published in high-quality academic journals that recorded in WoS from 2002 to 2016. Then, we analyzed and interpreted the changes and trends of OA papers. Finally, we took Nature as an example and analyzed the quality of OA papers from the perspective of citation per paper and highly-cited papers proportion. [Result/conclusion] The number of OA papers in the world have been increasing year by year, especially in China. Chinese Academy of Sciences (CAS) is the institution which has the largest number of papers recorded in WoS, the number of OA papers took the first place in 2016, but the OA ratio still lagged behind major European and American institutions. The OA practice in the field of biological and medical sciences is superior to other research fields.

Abstract: [Purpose/significance] As for the problems and shortcomings of conference proceedings publishing in China, this paper discusses the strategies of conference proceedings open access publishing (OAP) at Chinese Academy of Sciences (CAS), based on the advanced experience of foreign conference proceedings OAP platforms. [Method/process] The paper first introduced the state of conference proceedings publishing at CAS and presented the feasibilities and obstacles of conference proceedings OAP at CAS. Then, the paper analyzed the requirements of different stakeholders. [Result/conclusion] This paper puts forward some suggestions and measures on conference proceedings OAP at CAS.

Abstract: [Purpose/significance] Under the digitalized academic information environment, it becomes increasingly obvious that the contradiction between the user's specialization, individualized needs and the current situation of resources construction. This paper analyzes and presents the precision construction schemes of the network digital resources, based on the concept of precision service, aiming to provide reference for library precision service.[Method/process] From the perspective of network digital resources, the paper discusses theoretically the schemes of precision construction. While meeting user's requirements for universality resources, libraries should consider various user behaviors and adopt different precision construction models to support resources construction practices. At the same time, the paper proposes a further functional design scheme of the network digital resources hub.[Result/conclusion] The paper specifies preliminary network digital resources precision construction schemes to provide reference for precision construction practices of libraries and other institutions, and to achieve the transition of resources construction gradually in the future.

Abstract: [Purpose/significance] This paper aims at summarizing the transition and development of digital resources construction, especially the second one triggered by open resources, and probing the future development direction of digital resources construction in the research libraries. [Method/process] This paper takes the Libraries of Chinese Academy of Sciences as an example to scrutinize the practice and effectiveness of the digital resources construction, and to anticipate the future development based on the construction of comprehensive science and technology resources and open resources, as well as the connection and presentation of knowledge elements. [Result/conclusion] Research libraries are faced with many problems in the transition of digital resources construction. The following suggestions are proposed in this paper:①developing the detailed digital resources construction schemas; ②allocating funds, manpower and technology rationally; ③clarifying use right of open resources and promoting open access movement; ④strengthening inter-library cooperation and sharing of open resources construction; ⑤strengthening cross-border cooperation in knowledge resources organization.

Abstract: Purpose/Significance High-quality collection development is the basis of libraryservices. and the current mainstream acquisition models. such as big deal and patron-decisionacquisition, have certain defects. This paper focuses on the new emerging acquisition model-evidence-based-acquisition, and investigates the influence among its related players to promotethe development of evidence-based acquisition. (Method/Process This paper constructs aripartite evolutionary game model of libraries. users. and resource providers by sorting outevidence-based acquisition. analyzing its replication dynamic equations as well as evolutionarstabilization strategies and simulating them through MATLAB. Then it dissects the impact ofdifferent parameters on facilitating the evolution of evidence-based acquisition, clarify theunteraction and association of their related objects. and gain insight into the dynamics of evidenceased acquisition. Result/Conclusion The model has two evolutionary stabilization strategiesand suggestions are made for the development of evidence-based acquisition by combining thegame results with the actual situation.
