Abstract: The open utilization of public data and the cultivation of data scientists. This article studies the selection of standards and specifications for public data collection, the scientific data collection system of research and education institutions, and the management of project data collection by research funding institutions, providing a foundation for the open utilization of public data. We emphasize the open use value and target selection of public data, and propose that research institutions and personnel should comply with relevant regulations to improve the open use value and target selection effect of public data. Based on work practice, this article proposes the importance of data collection and submission methods for social funded projects, public data storage systems for scientific research and education institutions, and the construction of scientific data talent teams. Referring to the European Open Science Cloud and research funding organizations from 11 European countries, measures have been proposed to promote the development of the knowledge economy and global data value chain, requiring open access immediately after the publication of each paper in the funded research project. The International Scientific Data Center is actively carrying out talent cultivation work, improving the data management ability of researchers, and promoting the open sharing and utilization of public data. It is pointed out that the European Union is investing in the establishment of the European Data Science Research Institute, which is cultivating a new generation of data scientists with skills and detailed knowledge. In order to achieve the open utilization value and target selection of public data, it is necessary to draw on international experience. Abstract: Objective To discuss how to apply decentralized key technologies to build a decentralized application model for future learning centers.
Methods Firstly, an overview of decentralized technologies and their research status in future learning centers was given. Then, a four-layer application model based on decentralized technologies and its working mechanisms were proposed, and an application scenario was simulated to demonstrate the workflow of model in privacy protection and efficient learning support.
Results A four-layer application model consisting of data, computing, contract and application layers was proposed, including the structure and working mechanism of each layer. The interaction between layers was clearly described through the simulated data flow of application scenarios.
Limitations The model design still needs further optimization. It also needs to study how to dock with existing learning systems.
Conclusion Decentralized technologies have broad application prospects in future learning centers. The proposed application model provides references for future research of learning centers, but also needs in-depth study and improvement.

Abstract: The popularization of audio and video channels and models in the era of integrated media has become a cultural phenomenon with the gradual deep integration of the internet and universal reading. In the paper, the author draws on the theoretical and practical experience of promoting audio and video reading in libraries of other domestic universities and universities in Inner Mongolia Autonomous Region through questionnaire surveys, online surveys, and database searches, meanwhile, analyze the current situation of audio and video reading promotion in university libraries at the sight of the empowerment of integrated media. For make it clearer, the author takes the reading promotion of "Meeting Librarians by Taoli Lake" in Inner Mongolia University Library as an example to do further exploration on the problems, manages to find out the optimization strategies and methods in reading promotion and information dissemination in university libraries .

Abstract: [Purpose/Significance] Under the background of the rapid penetration of the Internet and the aging transformation, the digital divide and Internet addiction of the seniors coexist, and the emerging phenomenon of Internet addiction of the seniors has many potential hazards, which need to be studied urgently. [Method/Process] This study crawled from the Internet published cases of the seniors’ Internet addiction and experts’ analysis opinions, adopted the grounded theory qualitative analysis method, studied the influential factors, behavioral characteristics, adverse consequences and coping strategies of the seniors’ Internet addiction, and constructed a behavioral model and a coping model of Internet addiction among the seniors. [Result/Conclusion] Individual factors (needs and abilities) and contextual factors (IT factors and living factors) jointly affect the formation of the seniors’ Internet addiction behaviors. It is necessary to adopt the multi-subject linkage and collaborative governance, adopt the strategies of satisfying the needs of emotional relationship, promoting the seniors’ digital inclusion, transforming the Internet care for the seniors and optimizing the seniors’ living space, so as to guide the seniors to use the Internet correctly and build an age-friendly digital inclusive society.
