Abstract: Purpose/significance ChatGPT is a chatbot program developed by OpenAI in the United States. A dialog with ChatGPT can provide insights into the theory and practice of think tanks. Method/process Currently, GPT-3.5 offers users a free query quota of 30 queries per day. Chen Yu has engaged in a dialog with ChatGPT on a number of issues related to the theory and practice of think tanks by creating an outline for the dialog. Result/conclusion AI technology, represented by ChatGPT, offers many opportunities for the think tank industry, including enhanced research capabilities, data-driven decision-making, and improved public engagement. However, it also poses challenges related to ethics, expertise, transparency, and workforce adaptability that think tanks need to seriously address. In the age of AI, Chinese think tanks and experts need to keep up with the trend and proactively adopt the AI technology represented by ChatGPT.

In the era of AI, the AI technology represented by ChatGPT can help promote the "Dialogue of Civilizations", help realize real-time communication between people of different cultural backgrounds, enhance the understanding and appreciation of different civilizations, and identify and alleviate prejudices in the dialogue of civilizations. Abstract: Purpose/significance German partisan think tanks have always enjoyed a high reputation in the world. A thematic study on the mission of German partisan think tanks can provide reference, inspiration and support for the construction of similar think tanks in China. Method/process Based on foreign research materials, especially German materials, this paper explores the mission of German partisan think tanks from multiple perspectives by using literature research, historical research and other methods. Result/conclusion Unlike American think tanks that specialize in policy consultation, German partisan think tanks take political education as its core mission. They are the "missionaries" of the 20th and 21st centuries, who tirelessly spread the political discourse of the West, especially Germany, around the world. The core doctrine they propagate is Western democracy.

Among the world's think tanks, German partisan think tanks have a long standing reputation and can be comparable to American think tanks. Unfortunately, for a long time, Chinese academia has mainly focused on American think tanks that advocate independence and are good at policy consultation, while German partisan think tanks that are close to political parties and take political education as their core mission do not have a deep understanding, and even have many incorrect assumptions and misunderstandings. This paper introduces the roots of German partisan think tanks, clarifies many incorrect assumptions and misunderstandings about German partisan think tanks, reveals the controversy caused by the use of public funds by German partisan think tanks, and looks forward to the future development of German partisan think tanks.

Abstract:
[Purpose/significance] As a typical method of digital governance, the effectiveness of contact tracing technology depends on the widespread use of the public. Exploring the factors influencing the public's intention and behaviour towards the use of contact tracing technology in China will help inform the government's decision to promote the use of it, thus helping its normalisation. [Method/process] This paper constructed the conceptual model of the public's use behaviour of contact tracing technology from the perspective of digital governance after analysing the elements of the public's ability to participate in digital governance and incorporating them into the unified theory of acceptance and use of technology. Data was obtained through questionnaires and statistical analysis was used to test the model and research hypotheses. [Result/conclusion] Public intention to use contact tracing technology had a significant positive impact on usage behavior, the public's performance expectation, effort expectation, social influence as well as facilitating conditions had a significant positive impact on the intention to use contact tracing technology separately. Furthermore, the public's technology trust on contact tracing technology and government trust had a significant positive influence on the usage intention, the public's technology dependence had a significant positive influence on technostress, the mediating effects of usage intention on the relationship between performance expectancy, effort expectancy, social influence, facilitating condition, technology trust, government trust and usage behavior were all verified.
