Abstract: Purpose/significance ChatGPT is a chatbot program developed by OpenAI in the United States. Conversations with ChatGPT can shed light on the scientific research in the age of AI. Method/process Currently, ChatGPT offers users 30 free query credits per day. By creating an outline for the conversation, Chen Yu engaged in a dialog with ChatGPT on various issues of the scientific research. Result/conclusion In the AI era, the AI technology represented by ChatGPT can become a "game-changer" in scientific research. Specifically, AI technology represented by ChatGPT can achieve faster data analysis, hypothesis generation, and decision making, trigger paradigm innovation in scientific research, promote interdisciplinary research, discover new research problems and research directions, lower the "barriers to entry" to scientific research, and promote scientific popularization and knowledge dissemination. At the same time, there are a number of potential risks associated with the use of AI technology represented by ChatGPT in scientific research, including privacy or data security issues, over-reliance on AI technology, rigidity of thinking, stereotyping or even prejudice against certain genders, races, cultures, languages and ideologies, intellectual property rights, workforce adaptation, academic misconduct, and digital hegemony or AI hegemony in the English-speaking world.

Abstract:为促进科学内外对科研诚信外部规范相关制度的批判完善,基于科研诚信外部规范视域考察了国家科技计划项目抽检制度化实践的现实驱动与学理逻辑。其现实驱动主要是:①公共认知及科研组织模式演进背景下的全球科研诚信危机与科研诚信外部规范制度化趋势;②政府确保国家科技计划诚信、效率与本土效益的刚性需求;③过度依赖举报、舆论和社会道德奖惩系统的显著缺陷。其学理逻辑源自道德哲学、科学哲学、司法经济学、信息经济学及统计质量管理学,主要包括:①正视科研建制社会属性,完善道德自律的制度化规训;②提升惩罚技术品质,实现基于规则型惩罚的威慑机制;③缩短介入调查的委托-代理链条,提升科研诚信监督效率;④引入统计抽样+AQL技术策略,建立整体层面的科研质量宏观控制。研究结论和论证框架有利于深化各方对国家科技计划项目抽检及科研诚信外部规范的经验认知,并为管理决策、知识传播和理论更新迭代提供更简明、更有条理的分析框架与认知架构。

Abstract: In order to deeply explore the value system levels and technical approaches related to the external norms of scientific research integrity, based on a multidisciplinary theoretical perspective, the difficulties and irrational risks of the institutionalized practice of the measurement and evaluation of scientific research integrity have been specifically investigated and theoretically reflected, and it is clear that: ① Scientific research The ethical nature of honesty and the social relational practical characteristics of its evaluation; ② the standard value scale of scientific research fields and the original functional attributes of scientific research writings; ③ the institutionalized logic and institutional locking risk of evaluating scientific research integrity by relying on public authority metrics; ④ Optimize the future direction of technological approach and institutional supply. The research conclusions have fundamental theoretical support significance for avoiding blind institutional migration and technical reference, building institutional advantages that are conducive to the self-reliance and self-improvement of the national science and technology system, and promoting the transformation of scientific research integrity from crisis response to long-term governance.

Abstract:
As the document of international standards , the UNESCO Recommendation on Open Science attracted great attentions at international level; this article aims to briefly introduce the history of drafting the Recommendation, the essential meaning of open science and the principles of practicing open science that the Recommendation highly requested. With the information provided on the article, all the related stakeholders can rightly understand the value of open science and involve into the implementation of the Recommendation at country level as well as participate the global network of open science. The article has analyzed some potential challenges that the Recommendation might meet during its implementation at country level. Open science could be used as a long-term tool toward the new paradigm of future science, the article further provides with suggestions for developing the Implementation Plan of the Recommendation at country level."

Abstract:为探寻科研诚信建设制度供给的理论进路、理性定义政府在科研建制和科学规范中的未来角色,本研究明确了科研诚信内部规范和科研诚信外部规范的制度范式区分,并基于经济学、法学、社会学、管理学等基本规律从学理层面和科学制度化视角反思了科研诚信内部规范的合理性及其失灵原因,指明了政府在科研诚信建设及科研体制改革中的放、管、服内容与边界。研究对于完善科学政策学理论体系,促进思想界、学术界参与科研诚信外部规范相关理论和技术的批判完善与前瞻性建构具有基础性意义。

Abstract: Scientific Mobility have influence on the development of a country’s economic and technology, and scientific mobility draws attention from lots of researches from different countries and disciplines. This paper summarizes the problems and results about scientific mobility, in order to provide reference for the future research. By investigating the related literatures, this paper clarifies the definition of scientific mobility, research methodologies and content. This paper points out the problems of existing research and puts forward the possible research directions. The future research can be strengthened from possible aspects, including deepening the theory of scientific mobility, sharing data sources, enriching the research methodologies and contents.

Abstract:本文采用科学计量学方法,以科技论文和资助项目为主要资料,对2011年以来国际上发表的科技政策研究论文、以及美国SciSIP计划、日本SciREX计划和中国国家自然科学基金委员会管理科学部“科技管理与政策”相关的规划布局和资助项目进行定量和定性综合分析,揭示国际和我国科技政策学的研究态势。美国科技政策“学”强调“科学基础”,主要侧重于服务政府部门的科技政策制定和政策过程的科学化;日本则倾向“学科建设”,包括国家重要政策议题的专题研究(任务导向研究),针对科技政策学术共同体的课题资助(自由申请研究),机构设置与人才培养,以及数据基础设施建设。发展我国的科技政策学,建议同时借鉴日本学科建设的思路以及美国协调各政府部门政策过程的思路;建议加强社会科学与自然科学的跨学科融合研究,考虑设置“科技政策研究”专项资助渠道与多元资助机制;建议将数据基础设施建设作为一项基础性、战略性任务;建议建立政策研究界和决策者之间的建制性交流研讨机制等。
